COVID-19 Relief Funding

Concordia University Texas was awarded $1.5 million through the Higher Education Emergency Relief Fund under the Coronavirus Aid, Relief, and Economic Security (CARES) Act. We are required to distribute half of the award, $756,000, to eligible students impacted by disruption of on-campus instruction because of COVID-19.

The goal of this funding is to help relieve the financial burden on students caused by COVID-19-related campus disruption. A CARES Act committee comprising the CTX Dean of Students, Director of Student Financial Services, Director of Student Financial Planning, Senior Accountant, and Director of Foundation and Government Relations developed a process to distribute grants to students as soon as possible.

Final CARES Act Funding Report Update:
As of March 31, 2021, Concordia University Texas has fully expended all CARES Act (HEERF I) funding. Concordia had received an allocation of $756,265 for direct student awards which was fully disbursed to students by October 2020. The remaining institutional allocations of $756,265 and $111,135 have been fully expended towards Spring 2020 reimbursements of housing and food, providing additional technology hardware, campus safety and operations, the purchase of additional equipment and software to accommodate distance learning, as well as a voluntary density decrease in our dorms to accommodate public health guidelines. CARES Act Funding, 5/29/20:

On May 21, the U.S. Department of Education issued additional guidance on CARES Act student eligibility. The original guidance stated that all students must be Title IV eligible. Because Title IV eligibility requires that students who receive federal aid are currently enrolled at their university, Concordia was awaiting additional guidance before administering CARES Act funding to students who were enrolled in the spring semester but graduated in May 2020 (and would not technically be enrolled at the time of receiving funds).

After this latest clarification, Concordia revised our eligibility criteria to include spring graduates. Eligible students who were enrolled in the spring and graduated will receive an email on June 1, 2020 with information about their grant disbursement.

Students who are eligible for Title IV funding and have expenses related directly to the disruption of campus operations due to COVID-19 are eligible to receive funding. Eligible expenses can include food, housing, childcare, course materials, technology, and health care.

Student eligibility requirements:

• Be a U.S. citizen or eligible non-citizen (i.e., eligible to receive federal Title IV aid).
• Be (or have been) enrolled in a degree-seeking program for Spring 2020.
• Not have been enrolled in fully online program for the spring semester on or prior to March 13, 2020.
• Not be in default on a federal student loan or owe an overpayment on any federal grant.
• Have a high school diploma, GED, or completion of high school in an approved homeschool setting.
• Have a valid Social Security number.
• Be registered with Selective Service (if required).
• Not have a federal or state conviction for drug possession or sale.

The CARES Act committee identified three groups of students who are particularly vulnerable to and affected by campus disruptions related to COVID-19 during the spring 2020 semester:

• Students who received Pell grants.
• Students living on campus with meal plans who were displaced in mid-March due to COVID-19.
• Commuter students with meal plans during the spring 2020 semester that were canceled due to COVID-19.

We understand that there are eligible students outside of these three groups who have been adversely impacted by campus disruptions caused by COVID-19. If you received an email of eligibility on May 18 and do not fall into one of the three categories above, please submit the CARES ACT Application. If you did not receive an email and feel that you meet the eligibility requirements as listed, please apply through the link below/email Student Central and we will follow up with you.

• $1,000 – Undergraduate students who received Pell grant funding in the spring of 2020.

• $800 – Undergraduate students who are NOT Pell recipients (and meet the eligibility requirements listed above), lived on campus in the spring 2020 and were displaced due to COVID-19.

• $500 – Undergraduate students who are not Pell recipients (and meet the eligibility requirements listed above) and had a commuter meal plan in the spring of 2020 that was canceled due to COVID-19.

• Up to $500 – All other students who are not Pell recipients (and meet the eligibility requirements listed above), and have expenses related to campus disruption due to COVID-19 in the spring of 2020, until funds are exhausted.

• Please note: Students who were enrolled in a fully online program prior to the emergency declaration on March 13, 2020 are not eligible for CARES Act funds.

Eligible students will receive an email on May 18, 2020 if they meet the eligibility criteria listed above. If you did not receive an email and feel that you meet the eligibility requirements as listed, please apply through the link below/email Student Central and we will follow up with you.

Students who are 1) Pell-recipients, 2) lived on-campus, or 3) had commuter meal plan in the spring of 2020 do not need to apply. You’re eligible for an automatic cash grant of the amount listed above.

Students who are eligible but do not fall into one of the three categories above must submit an online application for an emergency grant up to $500. These grants will be given out on a weekly, first-come, first-served basis until funds are exhausted.

ALL eligible students should input or update their direct deposit information through MyInfo by Friday, May 22, 2020. Instructions on how to do so are online. If we do not have direct deposit information on file, we will send a check to your permanent address. Please verify that your address information in your MyInfo account is correct as well.

For students receiving automatic disbursements: Cash grants will be direct deposited into your bank account by May 29, 2020. If we do not have your bank account information, a check will be mailed to your address on file on May 29, 2020 (and received after this date). Funds may take 1-3 business days to appear in your bank account.

For students submitting an online application: We will review applications, approve grant requests, and disburse funds weekly.

This funding is not taxable by the IRS. Please refer to the IRS website for additional information.

1. Concordia University Texas has signed and returned our Certification and Agreement to the U.S. Department of Education and will use the applicable amount of the total award designated under CRRSAA (a)(1) programs to provide emergency relief aid grants to students.

3. As of May 17, 2021, Concordia University Texas has distributed $835,455 in aid to students.

Students who met the Pell eligibility EFC or below were considered to show automatic exceptional need and received automatic disbursements. Remaining students who were eligible but whose EFC fell outside of this range were asked to apply online.

Students with an exceptional need and have expenses related to emergency costs due to coronavirus, such as tuition, food, housing, health care, mental health care, or child care.

Student eligibility requirements:

• Be a U.S. citizen or eligible non-citizen. The CRRSAA Committee used 2020-2021 FAFSA to determine eligibility.
• Be currently enrolled in a degree-seeking program for Spring 2021.

The CRRSAA Committee identified that students who have an Estimated Family Contribution (EFC) of $5711 or below have an established exceptional need and will receive an automatic disbursement of funds.

We understand that there may be further eligible students that exceed the EFC threshold. If you feel that you have an exceptional need for assistance and meet the eligibility requirements above, we invite you to apply for grant funds (see below “How do I apply?”).

Up to $900 - Any eligible student with an EFC of $5711 or below (will receive an automatic disbursement)

Depending on proof of exceptional need, award amounts for those eligible students who apply with an EFC of $5712 or higher will not exceed $900.

Students who are eligible but do not meet the EFC threshold of $5711 must submit an online application for an emergency grant up to $900. The deadline to apply for funding is March 12, 2021. An application will be available by March 2, 2021.

Applications will be reviewed the week of March 15, 2021. A decision and notification will be sent to students that applied by March 19, 2021.

Prior CARES Act student grants were identified by the IRS as not needing to be reported on the Form 1098-T. While the CRRSAA student grant funds are not considered taxable income, these grants may need to be reported on the 2021 Form 1098-T based on a recent notice published by the IRS on January 19th. Institutions of Higher Education and our partners continue to seek further guidance and clarification from the IRS. Further communication regarding the treatment of these grants on the Form 1098-T will be released as 2021 forms are prepared in January 2022.

Concordia University Texas was awarded a total of $5,036,535 through the American Rescue Plan Act (ARPA). We are required to distribute $2,568,811 to eligible students impacted by COVID-19 and who are experiencing exceptional need and hardship.

The goal of this funding is help relieve the financial burden on students caused by COVID-19. A committee comprised of the Director of Student Financial Services, Director of Student Success, and the Assistant Controller will develop the eligibility requirements for the direct student awards and distribute grants to students as soon as possible.

A committee comprised of the Director of Student Financial Services, Director of Student Success, and the Assistant Controller is currently determining the eligibility requirements for the direct student awards.

Students with an exceptional need and have expenses related to emergency costs due to coronavirus, such as tuition, food, housing, health care, mental health care, or child care.

Student eligibility requirements:

• Enrolled in a degree-seeking program in any term between Spring 2020 and Summer 2021.

The HEERF Committee identified that students who have an Estimated Family Contribution (EFC) of state eligibility or below have an established exceptional need and will receive an automatic disbursement of funds.

We understand that there may be further eligible students that exceed the EFC threshold. If you feel that you have an exceptional need for assistance and meet the eligibility requirements above, we invite you to apply for grant funds (see below “How do I apply?”).

Up to $960 - Any eligible student with the approved state aid eligibility EFC or below (will receive an automatic disbursement).

Depending on proof of exceptional need, award amounts for those eligible students who apply with will not exceed $960.

Students who are eligible but do not meet the EFC threshold must submit an online application for an emergency grant up to $960. The deadline to apply for funding is June 24, 2021. An application was made available on June 18, 2021.

Applications will be reviewed and notification will be sent to students that applied by June 30, 2021. Any students that were eligible for automatic disbursements were notified through their student e-mail address on June 16, 2021.

All of the HEERF student grant funds (CARES, CRRSAA, and ARPA) are not considered taxable income. These grants will NOT need to be reported on the 2021 Form 1098-T based on a recent notice published by the IRS.
