Federal Statute
Title IX is a federal statute that prohibits discrimination on the basis of gender in education programs, activities, and services. Concordia, in alignment with Title IX and the Jeanne Clery Disclosure of Campus Security and Campus Crime Statistics Act (Clery Act), prohibits all forms of gender discrimination and sexual misconduct, including sexual harassment, sexual violence, dating violence, stalking, domestic violence, and sexual assault.

Reporting
Filing A Report
Reports may be filed with a Title IX Coordinator or Deputy Coordinator by using the Incident Reporting Form. Please note that Title IX Coordinators are not a confidential point of communication or support. Title IX Coordinators will keep information as private as possible, but cannot guarantee complete confidentiality.
Confidential Resources
Concordia's licensed counselors are available to assist victims in a confidential manner. The counselors may assist victims in deciding whether to report and in assisting others with access to campus and community resources. Concordia's counselors are not required to report incidents of sexual misconduct to the Title IX Coordinator.
Concordia's campus pastor may also serve as a source for confidential communications when that individual is acting in that role.
Law Enforcement
An individual may elect to file a report with law enforcement. This can be done in addition to or in place of reporting an incident to a Title IX Coordinator.
Concordia encourages victims to take action, including reporting an incident of sexual misconduct to law enforcement.

A new video released by the U.S. Department of Education Office for Civil Rights (OCR) provides help to parents, families, students, and stakeholders on how to file a complaint with OCR.
How to File a Complaint with the Office for Civil Rights (OCR) provides direction on how to bring incidents of potential discrimination to the attention of OCR, and includes deadlines, ways to provide required information, and potential outcomes of complaint investigations.
As a helpful resource for educators, administrators, and stakeholders, the video was released through the OCR Outreach, Prevention, Education, and Non-Discrimination (OPEN) Center in their commitment to provide technical assistance that is high-quality, accurate, thorough, and legally sound.
